Dale Fredeking appeals from the trial court’s judgment on The City of Arnold’s (City) petition for damages and injunctive relief after a non-jury trial.1

We have reviewed the briefs of the parties,2 the legal file, and the record on appeal, and find the claims of error to be without merit. The trial court’s judgment is supported by substantial evidence, is not against the weight of the evidence, and does not erroneously declare or apply the law. Piache v.
