The Pennsylvania Liquor Control Board appeals an order of the Court of Common Pleas of Mercer County (trial court) directing the Board to renew the liquor license of Andrew R. Allison, who owns “Double A’s Lounge” in Sharpsville, Pennsylvania. The Liquor Control Board refused to renew Allison’s liquor license because of his record of four citations for violations of the Liquor Code 2 and because of criminal disturbances that took place at or near the licensed premises.
