The questions which are presented by the record for decision by this court may be briefly stated as follows:(a) Is the constitutional amendment of 1927 merely an addition to the “casual-deficiency” provision of article 7, section 7, *259paragraph 1, of the constitution of this State (Civil Code, § 6563), which provides that “no county . . shall incur any new debt, except for a temporary loan or loans to supply casual deficiencies of revenue, not exceeding one fifth of one per centum of the assessed value of the taxable property therein,” without the assent of the voters of such county as therein…
