SRINIVASAN, Circuit Judge:

This case arises out of one of humanity’s darkest hours. In the summer of 1944, upon the arrival of German troops in Nazi-allied Hungary, the Hungarian government implemented an accelerated campaign to deport Hungarian Jews to Nazi death camps for extermination before the War’s end.
