OPINION

HIGHTOWER, Justice.

In this proceeding, we consider whether a statutorily created county beach park board is subject to the purchasing and auditing requirements applicable to counties. Galveston County Auditor Phil Lohec (“Lo-hec”) filed a declaratory action concerning the purchasing practices of the Galveston County Beach Park Board of Trustees (“the Board”). The trial court rendered declaratory judgment and enjoined purchases or payment of claims except through the county’s purchasing agent and auditor. The court of appeals reversed. 814 S.W.2d 751.
