THIS CAUSE has come before the Court upon Plaintiffs’ Motion for Emergency Preliminary Injunction filed on January 26, 1989, seeking an order preliminarily enjoining Defendant Metropolitan Dade County, its officers and agents, from enforcing or attempting to enforce the provisions of Ordinance No. 89-1 — scheduled to become effective on January 27 — during the pendency of this litigation.
