CUMMINGS, Circuit Judge.
Plaintiffs, two sergeants with the Village of Bellwood, Illinois, Police Department, filed this 42 U.S.C. § 1983 action against the Village and its police chief in his official capacity. 1 Although the details of each plaintiffs claim differed slightly, the gist of both was that the chief, Robert Frascone, had retaliated against them in violation of their First Amendment rights after they unsuccessfully opposed his promotion to police chief.
