This is a summary holdover proceeding. The determination of the issues depends upon the interpretation given by the court to certain sections of the Rent Regulation for Housing issued by the Office of Price Administration as affecting the New York City Defense-Rental Area. (8 Fed. Reg., p. 13914.)
