In 1889, plaintiff was sheriff of Allegheny county, and defendants were proprietors of the Bessemer Steel Works at Duquesne on the Monongahela river, several miles above Pittsburgh. In April of that year, a strike, inaugurated by defendants’ employees, resulted.in stoppage of the works, considerable disorder in the vicinity thereof, threats of violence, etc. In company with their attorney, some of the defendants called on the sheriff, informed him of the threatening condition of affairs and requested him to protect their property and preserve the peace.
