HH-Indianapolis (“HH”) has plans to open a retail store (“the Store”) at a location on the north side of Indianapolis it has leased for a ten-year " period (“the Premises”). Under the local zoning ordinance (“the Ordinance”), the Premises is not zoned for an’“adult entertainment business” as defined by the Ordinance.
