Mollison, Judge:

The merchandise the subject of these protests consists of knife handles which were classified by the collector of customs under the provision in paragraph 1539 (b) of the Tariff Act of 1930, as modified by the Presidential proclamation relating to the Torquay Protocol to the General Agreement on Tariffs and Trade, T. D. 52739, for—

Manufactures wholly or in chief value of any product of which any synthetic resin or resin-like substance is the chief binding agent, including manufactures wholly or in chief value of any of the laminated products provided for in paragraph 1539 (b),…
