This case involves application of the reporting requirements of the Interstate Driver’s License Compact to documentation sent from the licensing authority of the state of New Mexico to the Pennsylvania Bureau of Driver Licensing (Bureau). Under Article III of the Compact, the licensing authority of a state is required to “report each conviction of a person from another party state occurring within its jurisdiction to the licensing authority of the home state of the licensee.” 75 Pa.
