H. Mancil Jr. and others, as citizens and taxpayers of the City of Pearson, Georgia, filed, on September 17, 1923, their equitable petition against City of Pearson and T. J. Sweat and others, members of the council for the year 1923, and against W. J. Tyler and others acting as tax-equalizers or assessors for the city for the year 1922. It was alleged, that in the year 1922 the plaintiffs made proper returns of all their property subject to taxation in the city for that year, on blank forms furnished by the city, and within the time prescribed filed' the same with the officers designated to…
