OPINION

COHEN, Senior District Judge:

Called into question here are the interpretation and effect of section 5021 of the Federal Youth Corrections Act, 18 U.S.C. §§ 5005-5026 (the Act), relating to the ex-pungement of a youth’s criminal reeord.

On August 13, 1962, Thomas A. Henderson was convicted, following his guilty plea, of taking $100.00 from the United States mails in violation of 18 U.S.C. § 1709. The sentencing judge, Honorable Thomas M. Madden, deceased, suspended imposition of sentence and, pursuant to the Act, placed Henderson on probation for three years. On December 21, 1964,…
