Isaiah Montanez appeals from the district court’s grant of summary judgment to City of Orlando police officer James Parker, his K9 partner Joker, and the City of Orlando on Montanez’s 42 U.S.C. § 1983 claim alleging violations of the Fourth Amendment arising out of his detention and arrest. Montanez argues that the district court erred in granting summary judgment because Parker lacked sufficient grounds to stop or arrest him and used excessive force to effectuate the arrest.
