This is an appeal from the judgment in favor of the defendant in a mandamus proceeding. Bertha Spigelmire was a holder of a permanent state teacher’s certificate issued to her by this Commonwealth on October 1, 1921. She taught in the defendant’s (“third class”) school district in 1931 and 1932.
