REASONS FOR RULING

United Gas Pipe Line Company (hereafter United) brought this action against defendants Lafourche Parish Police Jury and Drainage District No. 12 of Lafourche Parish seeking a declaratory judgment that United is not obligated to remove or relocate three of its pipelines located in Lafourche Parish, Louisiana, without payment of full, adequate, and just compensation by the defendants.
