{¶ 1} Relator, Brian Ebersole, seeks a writ of mandamus to compel respondent, Powell City Council, to place a referendum on the May 2017 ballot. We deny the writ.

{¶ 2} This case arises out of efforts to develop 8.75 acres of land adjoining Beech Ridge Drive in Powell, Ohio. On or about April 24, 2015, Arlington Homes1 submitted a development plan for the property to Powell.
