Before the Court is the motion of the defendants, the Government of the Virgin Islands (the “Government”); Bernadette Williams1, in her official capacity as Tax Assessor (“Williams”); and the Board of Tax Review (the “Board”) (collectively referred to as the “Defendants”), to lift or modify a permanent injunction issued by this Court, enjoining the collection of real property taxes at rates above those for the 1998 calendar year, and to dismiss these actions.
