The Assyrian Asphalt Company, as relator, filed its petition in this court, in pursuance of leave granted for that purpose, asking for a writ of mandamus, directed to the defendant, William D. Kent, as commissioner of public works of the city of Chicago, commanding him to award to the relator a contract for the construction of an asphalt pavement on West Madison street, from the west line of Jefferson street to the west line of Center avenue, in said city.
