¶ 1. In 2005, Christopher Wayne Walters pleaded guilty to “purchase, possession, transfer or distribution of listed chemical or drug with intent to unlawfully manufacture controlled substance” 1 and was sentenced to serve fifteen years in the custody of the Mississippi Department of Corrections (“MDOC”), with all but one day of the sentence suspended and five years of post-release supervision.
