George H. Cannon appeals from the district court’s affirmance of the decision by the Administrative Law Judge (AU) denying his claim for supplemental security income and disability insurance benefits. We reverse the district court’s order and remand this case to the Secretary because we find (1) the Secretary used an incorrect legal standard to assess Cannon’s complaint of disabling pain; (2) the Secretary did not fully and fairly develop the record as to whether Cannon had an automatic disability under 20 C.F.R. pt. 404, subpt.
