I concur in the principal opinion holding that Senate Bill No. 844 (“SB 844”) violates the original purpose clause, article III, section 21, of the Missouri Constitution. Additionally, I agree with the circuit court that SB 844 also violates the single subject clause, article III, section 23, of the Missouri Constitution.
