ERVIN, Circuit Judge:

Clinchfield Coal Company and Jewell Ridge Coal Corporation (“the Employers”) appeal the Benefits Review Board’s decisions to award attorney’s fees against them for legal work that was done before they controverted their employees’ claims for benefits.
