Plaintiff, Muhammad Sajjad Yusuf, has filed this suit challenging the decision of the Assistant Regional Director for Manpower of the Department of Labor which affirmed the denial of his application for alien certification. Plaintiff seeks review of this administrative decision pursuant to 28 U.S.C. §§ 2201, 2202 (Declaratory Judgments) and the Administrative Procedure Act, 5 U.S.C. § 701 et seq.
