The San Diego Navy' Broadway Complex Coalition (“the Coalition”), a San Diego civic group, appeals a summary judgment ruling in favor of the United States Department of Defense and various other *656named defendants (collectively, “Federal Defendants”), as well as the denial of the Coalition’s motion for summary judgment against the Federal Defendants.
