Gloria Joseph, the Superintendent of Western Missouri Mental Health Center (“Western Missouri”), appeals the decision of the circuit court affirming the decision of the Personnel Advisory Board (PAB) granting Joan Dishman’s application for attorney’s fees following her successful appeal of her twenty-day disciplinary suspension. In this court, Ms. Joseph, in behalf of Western Missouri,1 now asserts that the PAB erred in ruling that Western Missouri was not substantially justified in suspending Dishman.
