Diamantina Sousa Andrade and Christopher Andrade, the petitioners, appeal from a Family Court order dismissing their petition for adoption. The petition concerned Toryn C, the biological daughter of Mrs. Andrade and the stepdaughter of Mr. Andrade. The petitioners seek to terminate the parental rights of Toryn’s biological father, Daniel Cabral, thus enabling Mr. Andrade to legally adopt her.
