WHITAKER, Judge.

Plaintiff, a former Foreign Service employee, sues for back pay and for payment of accrued annual leave for a portion of the period during which he was suspended from duty for security reasons.

On October 16, 1949, plaintiff was appointed to a “sensitive” position as Chief, Reports Branch, Reports and Statistics Division, Office of Administration, United States High Commissioner for Germany (hereinafter referred to as hicog) .
