The city of Lorain is a non-charter city and is governed by the Ohio Revised Code provisions concerning municipal elections. R.C. 733.08 sets forth the procedure to be followed when a vacancy in the office of mayor is created. Effective July 26, 1984, it was amended to provide:
“In case of the death, resignation, or removal of the mayor, the president of the legislative authority of the city shall become the mayor, and shall hold the office for the unexpired term. * * *” (Emphasis added.)
