I. INTRODUCTION

Michelle L. Taylor’s driver’s license was revoked after the director of the Department of Motor Vehicles (DMV) found that the arresting police officer had probable cause to believe Taylor was operating or had physical control of a motor vehicle while having a body alcohol concentration in violation of Neb. Rev. Stat. § 60-6,196(1) (Reissue 1998).
