LIPEZ, Circuit Judge.

Fifty-six plaintiffs, current and former employees of the Municipality of Yabucoa, filed a lawsuit in the United States District Court of the District of Puerto Rico against the Mayor of Yabucoa and eleven members of the Municipal Assembly in their individual and ' official capacities. The plaintiffs are members of the New Progressive Party (“NPP”) and the defendants are members of the Popular Democratic Party (“PDP”).
