INTRODUCTION
The Court must determine whether or not to dismiss the plaintiffs claims and/or the defendants’ counterclaims in the instant action. The Court dismisses several of the claims and counterclaims for lack of jurisdiction, as they do not “arisfe] under the Constitution, laws, customs, and traditions of the Ho-Chunk Nation.” Ho-Chunk Nation Constitution, Art.
