Defendant, J.D. Obenberger, former alderman of the City of Highwood, Illinois, appeals from the order of the circuit court of Lake County denying, inter alia, his motion to vacate an agreed order granting plaintiffs’, City of Highwood and Mayor Fidel Ghini’s, request for declaratory relief.
