This is an appeal from a judgment on a finding that §11-1424, Burns’ 1942 Replacement (Supplement) (Acts 1937, ch. 21, §33, p. 64; 1943, ch. 266, §1, p. 757; 1945, ch. 93, §1, p. 209), was constitutional. Appellant’s second amended complaint charged that (1) the act denied appellant equal protection of the law, granted a special privilege and immunity to a certain class of citizens upon a purely arbitrary basis, and deprived him of property without due process of law under the Fourteenth Amendment, (2) that said section was in conflict with Section 21 of Article I…
