INTRODUCTION

Pursuant to G.L.c. 30A, §14, the plaintiff Cadle Company (“Cadle”) seeks review of a December 10, 2003 decision by the Massachusetts Division of Banks (“the Division”) denying Cadle’s application for a license to operate the business of a collection agency pursuant to G.L.c. 93, §24B. This matter is before the court on the parties’ cross motions for judgment on the pleadings pursuant to Mass.R.Civ.P. 12(c) and Superior Court Standing Order 1-96.
