This matter relates to a decision by the Millcreek Township Board of Supervisors (Supervisors) to pass Ordinance 2014-7, which “down-zoned” a 24-acre parcel of land (Property) within Millcreek Township (Township) from a mix of RR (Rural Residential) and R-l (Single Family Residential) to R-2 (Low Density Residential). In terms of residential dwellings, only single-family residents are allowed in the RR and R-l districts.
