*757Respondent Adirondack Park Agency (hereinafter APA) is charged with regulating land use and development within the Adirondack Park and, in connection with that function, is empowered “[t]o adopt, amend and repeal . . . such rules and regulations, consistent with” the Adirondack Park Agency Act (hereinafter Act), “as it deems necessary to administer” the Act (Executive Law § 804 [9]).
