Ford, Judge:
The suits listed in schedule “A,” annexed hereto and made a part hereof, are directed against the classification of the collector of customs at El Paso, Tex., of certain palm leaf hats, imported from Mexico. Duty was assessed under the provisions of paragraph 1504(h) (3) of the Tariff Act of 1930, as modified by the 'Sixth Protocol of Supplementary Concessions to the General Agreement on Tariffs and Trade, 91 Treas. Dec. 150, T.D. 54108, at the rate of 11 per centum ad valorem and $2.16 per dozen on all entries made prior to June 30, 1958, and at 10y2 per centum ad valorem, plus…
