OPINION

ESQUIVEL, Justice.

This is an appeal from a judgment in a suit for declaratory judgment and injunc-tive relief. We affirm.

On October 19, 1971, Bandera County, acting through its then Commissioner’s Court and its then County Judge W.O. Hatfield, Jr., leased a 7.248 acre tract of land to appellees, the State of Texas, acting through its Parks and Wildlife Department, for an initial term of twenty-five (25) years for the purpose of appellees constructing, maintaining and operating a public boat ramp and parking area facilities.
