Petitioner Omar E. Rodriguez-Rivera was convicted on two counts of interfering with. interstate commerce by threats or violence in violation of 18 U.S.C. § 1951 and sentenced on February 17, 2005 to serve two consecutive terms of 240 months of imprisonment.
