Factual Background

Appellant, Alonda Bowden Smith, is the natural mother of the following five children: (1) J.L.B., born December 7, 1986; (2) W.B.S. born August 1,1990; (3) A.C.S., born April 10, 1993; (4) M.A.S., born June 3, 1994; and (5) P.M.S., born March 8, 1996. In late June and early July of 1994, a request for detention was filed for each of the four children born at the time, M.A.S., A.C.S., W.B.S. and J.L.B.
