MEMORANDUM OPINION AND ORDER

Pending for determination by the undersigned United States Magistrate Judge are Defendant District of Columbia’s Motion for a Protective Order on Behalf of Mayor Vincent C. Gray (Document No. 23), and the Motion of Councilmembers Jack Evans and Jim Graham to Quash Subpoenas (Document No. 24).
