Elizabeth Bonner (“Mrs.Bonner”) appeals the United States Court of Appeals for Veterans Claims’ (‘Veterans Court”) affirmance of the Board of Veterans’ Appeals’ (“Board”) determination that she was not entitled to an effective date earlier than November 1, 1994, for dependency and indemnity compensation (“DIC”).
