Pursuant to notice, an administrative hearing was held before Diane *201D. Tremor, Hearing Officer with the Division of Administrative Hearings, on August 28,1985, in Miami, Florida. The issue for determination in this proceeding is whether respondent should be dismissed from employment retroactively to the date of his suspension based upon the charge of gross insubordination.
