On October 31, 1939, an election was held within certain unincorporated territory in the county of Tulare for the purpose of determining whether the same should be incorporated as a municipal corporation of the sixth class and for the purpose of voting for officers to fill the various municipal election offices prescribed by law. The controlling statute herein is the Municipal Corporation Bill of 1883, as amended (Act 5233, Deering's Gen.
