The plaintiff, the board of education of the city of Norwalk, appeals from the judgment of the trial court dismissing the plaintiffs appeal from the decision of the named defendant, the commission on human rights and opportunities (commission),1 finding that the plaintiff had discriminated against the defendant, John T.
