Alachua County appeals a final judgment which found: (1) that Chapter 88-156, Laws of Florida, violates Article III, Section 6 of the Florida Constitution in that it embraces more than one subject and matter properly connected therewith; (2) that Section 18 of Chapter 88-156 is an unconstitutional violation of Article III, Section 10 of the Florida Constitution in that it was a local law, notice of which was not published in accordance with general law; and (3) that Section 18 of Chapter 88-156 is an unconstitutional violation of Article III, Section 11(b) due to its…
