Plaintiffs, Louis Burrell and Jean Bur-rell, appeal from the district court's dismissal of their complaint alleging that defendants, the City of Kankakee (“City”), and the Kankakee County Housing Authority (“KCHA”), violated their federally-protected rights under the Fair Housing Act, 42 U.S.C. §§ 3604 and 3617, and their substantive due process rights under 42 U.S.C. § 1983.
