In 1994, defendant Bobby Ward pleaded guilty to one count of attempted felonious sexual penetration of a person under thirteen years of age, an aggravated second-degree felony under former R.C. 2907.12. 1 In 1997, the state filed a motion seeking to have defendant declared a sexual predator under Am.Sub.H.B.
